Before the Tribunal or court

Pre-litigation tax review: know your exposure before URA does, and your case before it goes to court

Before you spend on a Tribunal application or a court case, you need an honest answer: what you're likely to win, what you're likely to lose, and what it would settle for today. We review your tax case independently, alongside your advocates, and give you that answer in writing.

The basics

What is a pre-litigation review?

Tax cases are argued on the law but won on the record: the computations, reconciliations and documents behind each figure. A pre-litigation review tests that record the way the other side will, issue by issue, before costs are committed.

It's useful whether you're bringing the case or URA is pressing one against you, and it's worth most before pleadings are filed.

StageDeadline
Tax Appeals Tribunal30 days from URA's objection decision
High Court30 days from the Tribunal's decision
Court of Appeal30 days from the High Court's decision
Two routes

Before URA finds it, or before the case is argued

No dispute yet

We map what URA would find, by tax head and year, priced in shillings, with the cost to fix it. Where something is owed, a voluntary disclosure made before URA finds it may settle it on the principal alone, without interest or penalties.

A case is coming

Whether you're bringing it or URA is pressing it, each issue is tested against the law and your records the way the other side will test it, so you know what to fight, what to settle and what it will cost.

Not every disclosure is voluntary. URA already sees a great deal: bank records, withholding tax, EFRIS and customs data. Disclosing what URA already holds earns no relief. What earns it is telling URA something it can't yet see. We check what URA can already see before anything is disclosed.

Where it goes wrong

Where litigation goes wrong

  • Committing large legal costs before the case is tested
  • Computations that fall apart under cross-examination
  • Missing the moment when settlement was still cheap
  • Advocates working without tax-technical support
  • Letting interest build through years of proceedings

The cost of waiting: Deadlines are 30 days at each stage, and every month of proceedings adds interest and costs. The review is worth most before positions are locked in.

Getting started

An independent test of your tax case, issue by issue, before you commit to the Tribunal or court.

As soon as litigation is realistic, and ideally before pleadings are filed. Its value shrinks as positions lock in.

Yes. Disclosed before URA finds it, or before an audit starts, unpaid tax may be settled on the principal alone, without interest or penalties, under an agreement with URA. The relief depends on telling URA something it doesn't already hold, so we check what it can already see first.

URA's 2026/27 programme lets residents disclose foreign income earned in 2024 and 2025 with interest and penalties that may be waived in full if the disclosure qualifies and is made before URA finds the income. We confirm what qualifies and handle the disclosure.

No. Your advocates argue the case; we test and strengthen the tax-technical record it stands on.

30 days to apply to the Tribunal after the objection decision, then 30 days to appeal each decision to the High Court and the Court of Appeal.

Your situation

You have 30 days to appeal to the High Court. The review tells you whether an appeal is worth it.

Knowing the true strength of URA's position quickly decides whether you fight or settle.

We scope it in the conversation by tax head, year and company, and the review fee is fixed in a written proposal before work starts.

Working with us

It starts with a conversation, at no charge. The review is then quoted in a written proposal, starting from UGX 4,000,000 per company and priced by the tax heads and years involved. Voluntary disclosure and court-stage support are quoted personally, on what's at stake.

Then you've learned it at the lowest cost, while settlement is still possible on reasonable terms.

Yes, and where proceedings are live we work within your advocates' privilege arrangements.
